The Luthuli Museum was established by the Minister of Arts and Culture in terms of the Cultural Institutions Act, Act 119 of 1998 as amended. Annual reports are submitted in compliance with the Constitution of the Republic of South Africa, 1996 (Act 108 of 1996); the Public Finance Management Act (PFMA), 1999 (Act No 1 of 1999); Treasury Regulations; Employment Equity Act; The Labour Relations Act of 1995; the basic Conditions of Employment Act; the Policy of Preferential Procurement Framework Act, including the King II Code of Good Corporate Governance.

The Annual Report describes Museum activities in the past fiscal year and accounts for all monies spent.
